Mill Ends Park
Mill Ends is Portland's smallest city park — some say the world's smallest park, although I don't see how that could be verified.
Anyway, it's small, and it's a park. It began as a hole in the concrete for a light post, but through the efforts of Dick Fagan, a journalist whose office was within visual range of the hole, it became a dedicated city park.
